Specialised Disability Accommodation — SDA — is one of the most significant NDIS supports available, and one of the most misunderstood. Only a small percentage of NDIS participants are eligible, but for those who are, it can be life-changing. This guide explains what SDA is, the four design categories, who qualifies, how funding works, and how to access it.

What Is SDA?

Specialised Disability Accommodation (SDA) is housing specifically designed or significantly modified to meet the needs of people with extreme functional impairment or very high support needs. SDA is funded through the NDIS Capital Supports budget — a separate funding stream that covers the cost of the specialist housing itself, not the support services inside it.

SDA properties must meet strict NDIS design standards and be registered with the NDIS. They are built or modified with features like ceiling hoists, reinforced walls, automated systems, and emergency backup power that standard homes cannot provide.

💡 Key point

SDA pays for the house. SIL (Supported Independent Living) pays for the support workers in that house. Most participants in SDA also have SIL funding. The two work together — but they are funded separately and through different budget categories.

The Four SDA Design Categories

The NDIS recognises four SDA design categories, each suited to different support needs:

🏠 Improved Liveability

For participants with sensory, cognitive, or intellectual disability. Features better lighting, clearer sightlines, reduced noise, and improved wayfinding. Helps participants orient themselves and navigate their home more easily.

♿ Fully Accessible

For participants with significant physical disability requiring wheelchair access and modified facilities throughout — including accessible bathrooms, kitchens, and adjustable benchtops.

💪 Robust

For participants whose behaviour of concern requires a resilient, reinforced environment to keep them and others safe. Robust homes use reinforced walls, fixtures, and surfaces and may include retreat spaces for participants and staff.

🔧 High Physical Support

For participants with very high physical support needs. Features include ceiling hoists, automated door/window systems, emergency power backup, and structural provisions for complex assistive technology.

Who Is Eligible for SDA?

SDA is not available to all NDIS participants. Only approximately 6% of NDIS participants qualify for SDA funding. To be eligible, a participant must have:

  • Extreme functional impairment — very high physical or cognitive impairment that requires a specialist housing environment to be managed safely
  • Very high support needs — requiring 24/7 support that would be significantly reduced or better delivered in specialist housing
  • An NDIS plan that includes SDA as a funded support

📋 The SDA eligibility assessment

SDA eligibility is determined by the NDIA through a formal assessment process. You will need supporting evidence — typically from an Occupational Therapist — demonstrating how specialist housing would improve your function, safety, and independence compared to standard accommodation. Your Support Coordinator can help you build this evidence and request SDA at your next plan review.

How SDA Funding Works

SDA funding is included in the Capital Supports section of an NDIS plan — a different bucket to Core Supports (where SIL sits) and Capacity Building Supports. SDA funding pays a contribution toward the cost of living in specialist housing. Participants may also pay a Reasonable Rent Contribution (RRC) — typically 25% of the Disability Support Pension plus the Commonwealth Rent Assistance amount.

How to Apply for SDA

Get an OT assessment

An Occupational Therapist must assess your functional capacity and housing needs. Their report is the key piece of evidence for your SDA application. The OT should clearly document why standard housing is not suitable for you.

Raise SDA at your plan review

Ask your NDIS planner or LAC to consider SDA funding at your next plan review. Bring your OT report, a Support Coordinator recommendation if you have one, and any other evidence of your housing situation and support needs.

NDIS assessment and decision

The NDIS reviews your application. If approved, SDA funding and the approved design category will appear in your plan under Capital Supports.

Find a registered SDA property

Can I request SDA if I'm currently in a standard rental?

Yes — being in standard rental does not disqualify you from SDA. If you can demonstrate that your needs would be significantly better met in specialist housing, you can request SDA at your plan review.

How long does SDA approval take?

It varies. Some participants receive SDA approval at their first plan review with strong OT evidence; others may need to appeal or go through an AAT review. Having a Support Coordinator guide the process significantly improves outcomes.

What happens to my SDA funding if I move out of an SDA property?

SDA funding is tied to your plan, not the property. If you leave an SDA property and move into standard accommodation, your SDA funding may be reviewed or removed at your next plan review.

Can children access SDA?

SDA is primarily designed for adults. Children with disability are generally supported through other NDIS housing and living supports. Contact your NDIS planner or LAC for advice specific to your child's situation.
